September 19, Fineko/abc.az. Socar president Rovnag Abdullayev has stated that by the end of this year it is planned to commission a new plant for production of bitumen at the refinery n.a. Heydar Aliyev. 
"By the end of the year within the framework of SOCAR Polymer project, a plant for production of high-density polyethylene and a carbamide plant will be put into operation," Abdullayev emphasized.
The foundation for the new bitumen production plant was laid on 19 September 2016 within the project of reconstruction of the refinery. Annual production capacity of the plant will be 400,000 tons. It will produce EN 40/60 road bitumen. Construction of a new bitumen producer plant will be the first stage in reconstruction of the Heydar Aliyev oil refinery.  Austrian company Poerner, which has advanced experience in this field, and the Heydar Aliyev refinery signed a relevant agreement concerning construction of this plant, implementation of detailed engineering, procurement and construction management.
After construction of the new bitumen plant, the existing infrastructure of former oil refinery Azerneftyag will be completely decommissioned, the offshore areas will be freed and transferred for realization of the White City Project.  In addition, operating costs of the Heydar Aliyev refinery will be optimized, and the country will be provided with high-quality oil bitumen.
