Azerbaijan Tax Ministry reveals popular private clinics’ money fraud to avoid tax paying

December, Fineko/abc.az. For May-June the Ministry of Taxes of Azerbaijan checked the level of compliance with tax legislation at paid clinics.

Tax Crime Pre-Investigation Department’s chief director Khagani Iskenderov says that the primary investigation revealed that 77% of private clinics do not comply with the rules of monetary settlements with the population.

"51% of the clinics hire employees without the entry of employment agreements in effect and 61% of clinics do not keep records of funds," Iskenderov said.

He pointed out that time-based surveys show that for the first 9 months of 2018 the clinics’ daily average turnover is 2.4-fold higher than the amount specified in the tax return. The survey found out that about AZN 231 million of real income was concealed and 22 taxpayers reduced the real amount of income in the tax return by 7.6 times.

"Although in some clinics the salary of doctors is indicated at the level of 130-490 manats, it was revealed that in some cases this amount is tens of thousands. Also, there are facts when income of some well-known doctors form 50-70% of the total income that is linked with payment of interest to these doctors from patients undergoing examination. The method of illegal salary is widely used at private clinics," Iskenderov said.
