Russian Railways reports that the document was signed by Oleg Belozerov, general director and chairman of board of Russian Railways, and Javid Gurbanov, the chairman of Azerbaijan Railways.

"The Memo is aimed to pursue the agreed policy of development and operation of the Euro-Asian international transport corridors, including the expansion of foreign economic relations and ensuring optimal transport conditions for transit and export-import carriages," RZD said in a statement.

According to RZD, the parties intend to develop comprehensive cooperation in the railway sector, including transport and transit potential of the national railway companies, in particular, to implement joint activity that will contribute to the growth of freight traffic via route Iran–Azerbaijan–Russia–Europe within the western part of the route of international transport corridor North–South and route Russia–Azerbaijan–Turkey using the infrastructure of railway line Baku–Tbilisi–Kars.

RZD and ADY agreed to draw jointly additional cargo for transportation by container trains via the western route of North–South corridor and other routes. In addition, the efforts of the companies will be focused on the development of transit transportation in the direction East–West–East, first of all, in the communication between Azerbaijan and PRC in transit through the territory of Russia, and also between China and other countries in transit through the territory of Russia and Azerbaijan. The parties expressed their readiness to improve the quality of services and ensure efficient use of rolling stock and offer competitive tariff rates. In order to improve the efficiency of commercial and technological procedures, single information space will be developed on the basis of the introduction of modern technologies, electronic document management, and tracking the progress of goods.

"With the purpose to reduce the time of delivery of goods, work is planned to optimize the border and customs procedures, including e-data exchange and preliminary information in e-form. It is planned to coordinate development of the border infrastructure of border crossing Samur–Yalama, aimed at increasing its capacity, taking into account the promising volumes of carriages along North–South transport corridor and other routes," RZD said.
