July 27, Fineko/abc.az. The representative office of the head of Shabran District Executive Power has completed a tender procedure on the city of Shabran for major road repairs.

ABC.AZ reports that Shabran-D LLC has been selected as the tender winner and has been awarded a contract for AZN 25.5 million. The contract envisages road asphalting on 18 streets in Shabran city by the end of 2022.

In 2019, Jalal Badalov, the head of Shabran-D LLC, and Mehdi Balabekov, the former 1st deputy head of the Shabran City Executive Power, had a serious financial conflict, a legal dispute in the amount of AZN 227,000.

Jalal Badalov, in his statement to the media, as well as in his appeal to law enforcement agencies, informed that in order to obtain consent to participate in the tender held in Shabran district, he allocated AZN 227,000 to Mehdi Balabekov, but did not achieve successful results in the tender.

In other words, the head of Shabran-D LLC, Jalal Badalov, admitted that he violated the rules of participation in tenders.
