April 3, Fineko/abc.az. "If a citizen pays a large sum of money for any property, he must be provided with official written information about the terms of construction & operation of this property,” ABC.AZ reports, citing Central Real Estate Bureau’s director, real estate expert Elnur Farzaliyev.

He said that while in world practice, the sale prices of apartments in buildings with expired service life are offered several times cheaper than the sale prices of normal and relatively newly built apartments, in Azerbaijan citizens become unaware of prices, as they cannot get full information about the property they are acquiring.

"When a citizen buys an item or a product, he looks at the date of production and expiration of its validity. The details of the manufacturing company or company are also indicated on the products. The technical passports of cars also indicate the date of their manufacture and the brand. If there is no date of manufacture on any product, a citizen must rightfully inform the seller or manufacturer about his will. The construction sector has been developing very rapidly in our country over the past 20 years. However, there is information about the end of the construction and operation of these structures neither in the documents for apartments in apartment buildings under construction, nor in the extracts and technical passports of individual residential buildings.”
