Azerbaijan’s head: no buildings should be constructed without conclusion of Committee on Urban Planning & Architecture

July 10, Fineko/abc.az. Single mechanism of control for illegal construction may be introduced in Azerbaijan.

At Cabinet’s meeting dedicated to socio-economic development in the 1st half of 2018 and the upcoming tasks, President Ilham Aliyev stated that the construction sector is one of the spheres of concern.

"A lot of work has been done in this area in recent years. We can say all the cities of Azerbaijan have turned into construction sites. Both public and private investments gave a strong impetus to the development of the construction sector. In many cases, the ongoing construction fail to meet any criteria – neither urban nor construction. Sometimes quite ugly buildings are built from angle of architecture. It is necessary to take very serious measures to put an end to this, as well as to illegal buildings," the head of state said.

President Aliyev said that state officials creating conditions for illegal building projects will be severely punished.

"I say that everyone would know about it, as in many cases culprit officials accuse each other - the executive power of the city accuses municipalities, while the municipalities accuse the executive power. In fact, municipalities cannot take such actions without the permission of the city executive power. Therefore, a single control mechanism is needed here. I want to say again, , it is necessary to put an end to all illegal buildings in Baku and other cities first of all. From now on, no building could be constructed in our country without the relevant conclusion or permission of the State Committee for Urban Planning & Architecture. If anyone wants to do that, I need to be notified immediately. These people will face the most severe punishment, because we are making so much effort," Aliyev said.

"Baku is one of the most beautiful cities in the world today. But at the same time, there are places in Baku for which we are ashamed. Buildings are built next to each other, in public places, and yards without any rules. Who gives permission for the construction of those buildings?! Local executive bodies. Do they give these permits free of charge?! Of course not," the head of state said.
