Most of our functionaries do business at expense of State Budget - MP

October 30, Fineko/abc.az. We’ve adopted the Law on Income Declaration. The Azerbaijani president tasked the Cabinet Ministers to prepare a standard document. But this regulatory document has not been prepared for 10 years, and no functionary submits an income declaration.

ABC.AZ reports that the statement was made by MP and a member of the Parliamentary Committee on Economic Policy, Industry & Entrepreneurship Vahid Akhmedov in broadcast Focus-Result of TV channel OTV.

Stressing the importance of the preparation of this standard, the MP also touched upon the question of how officials open business: "Tomorrow when he (functionary) submits an income declaration, we’ll ask him about where he got money to invest in his business, at the expense of what?! As most of our civil servants do business at the expense of the State Budget. None of them do business at the expense of third-party funds. That’s why the issue of income declaration should be resolved. Now let's assume that in the period of country’s 28-year independence there were certain authorities, turmoil, serious privatization processes, shortcomings, and certain property facilities and funds were acquired.

Those people have already earned money, and those money cannot be taken away from them. We propose carrying out financial amnesty and pass a law so that those people could bring a certain part of those money, invest in Azerbaijan, conduct construction work and so on. But the law should specify that those money cannot be used in terrorism, drug trafficking and other similar areas."
