April 24, Fineko/abc.az. In connection with the introduction of special quarantine regime during the coronavirus pandemic (COVID-19), the refusal to provide lump-sum payments to persons registered as unemployed and having VÖEN caused misunderstandings.
The question was explained by Namig Dargyakhov, deputy head of the Main Department of Economic Analysis & Accounting of the State Tax Service under the Ministry of Economy.
ABC.AZ reports that according to Dargyakhov, the taxpayer identification number (VÖEN) is a document confirming that a legal entity or individual is a taxpayer.
The deputy head said that taxpayers are registered on the basis of VÖEN issued to them by state tax authorities: "VÖEN can be active or passive. If a taxpayer ceases to operate, his VÖEN becomes passive. An active VÖEN is an indicator that a person acts as a taxpayer and has the ability to earn income, while a passive VÖEN is an indicator that he stops his activities and does not receive income as an entrepreneur. There are certain conditions for refusing lump-sum social assistance, one of which is that the person or his/her spouse has an active VÖEN as an entrepreneur. In other words, there are no restrictions on receiving a lump-sum for persons whose activities are suspended (VÖEN is passive). Individuals who have ceased their activities, i.e. with passive VÖEN, can apply to the Ministry of Labor & Social Protection in accordance with the established procedure to receive a lump-sum payment."
