Vugar Gulmammadov: Public procurement observes two serious problems

April 28, Fineko/abc.az. The control measures taken in the budget organizations of Azerbaijan have shown that there are two serious problems in the field of public procurement.

ABC.AZ reports that the above-mentioned statement was made by Vugar Gulmammadov, the chairman of the Accounting Chamber (ACA), at a meeting of the Parliamentary Committee in connection with ACA’s report on activity for 2019.

Gulmamadov noted that the first issue relates to the incorrect determination of the probable price or the fact that the purchased goods (works and services) are more expensive than the market price of the given period: "I’d like to note that Cabinet Ministers’ decision at the end of Q1 of 2019 defined four ways of calculation of the probable price. In our view, the adoption of this decision is a positive step in ensuring that the probable prices in public procurement correspond to the average market price."
