ABC.AZ reports that this was stated by President Ilham Aliyev at a meeting devoted to the state of water management.

The head of state said that we should involve foreign specialists in this work: "Now the Commission should deal with this issue, and at the same time we should encourage entrepreneurs. In other words, stimulating steps should be taken for entrepreneurs to become even more closely involved in these modern technologies. There may be subsidized loans or privileges that not only the state takes over. We’ll already solve the necessary infrastructure issues. But let this create motivation for entrepreneurs themselves to use modern technologies. Here, of course, educational work should be carried out, presentations should be made, so that entrepreneurs are aware of the state benefits if they use this technology, and how much productivity will increase."
