Rating of state agencies’ information openness presented in Azerbaijan
Baku, Fineko/abc.az. Today the Multimedia Centre for Information Systems & Technologies has presented the results of information openness of websites of Azerbaijan governmental agencies and municipalities for 2009. Centre’s director Osman Gunduz said that when making the rating they took into account conformity of website’s information to the requirements of the Law on Information Acquisition. “In addition, we focused much on availability of e-services on websites. Average indicator of state agnecies’ information openness made up 24% (last year the figure was 27%), and the websites that held the first three places 52%,” Gunduz said. The Ministry of Taxes held the first place in the website rating, the Ministry of Communications Information Technologies the second (as well as last year), and the Commission for Civil Affairs under the Presidential Administration the third place. The rating outsides became the Agriculture Ministry, the Copyright Agency and the Cabinet Ministers. This year the monitoring lasted from February to October. Compared to the previous few years the methods of calculation was changed this time. This year the rating was based on the 67 parameters, divided into 13 blocks, while the previous monitorings took into account only 40 parameters. For the first time the websites of the 10 municipalities was carried out along with the monitoring of state agencies’ sites. The first place on info openness was given to Khatai municipality’s site. It was stressed that municipalities should conduct large work on maintenance their websites to show better results in the future. Related news
