Azerbaijan Labour Ministry focuses a WB new project on employment service
Baku, Fineko/abc.az. The Ministry of Labor & Social Protection of Azerbaijan has defined for itself the major focus of a new social project financed by World Bank and being realized since 2008. Deputy labour minister Ilgar Rahimov says that the Ministry has already conducted negotiations with the WB project mission visiting Baku currently. “For the next few days we will summarize the results of the tender for choice of experts on all the project directions – employment service, labour inspectorate, medical & social expert commission and further improvement of targeted social assistance (TSA) and social service. Today we make the main accent on employment service (improvement of professional training, including creation of modular system of training for job-seekers) and work with the labour inspectorate that includes creation of new laboratories and use of modern methods of inspection,” Rahimov says Due to the Japanese Government’s loan the Ministry developed five-year Action Plan (2009-14) on creation of the efficient labor market. Realization of the Plan was divided into three stages with terms 3, 12, and 26 months. The primary stage includes improvement and estimation of the existing model of the labour market, and creation of base for the second stage aimed at renewal and increase of potential of existing institutions, while within the third stage there will be conducted transition to a new business model of labour market to be applied since 2014. The Japanese grant was awarded for development of the program of a new social project to be realized in collaboration with the WB. The new model stipulates provision of its addressness in Labour Inspectorate’s activities, creation of its database, including introduction of Management of Information System (MIS). The new system is also to remove the difference between demand and supply at the labor market and to help an employee and potential personnel to find each other. The new system’s priorities will be assistance to career planning, active measures on access of labor resources to the market, ICT introduction and audit of their efficiency. By 2014 it is planned to liquidate the difference between supply and demand at the market. While the total project budget is $54.6 million, the WB extended $26.7 million on the conditions of the International Development Association and $27.9 million will be financed by the government.
