Baku, Fineko/abc.az. The Cabinet Ministers of Azerbaijan has made a decision on preparation of Draft Law on State Budget 2011.

The decision says of submission of the proposals by governmental agencies as follows: Ministry of Finance (the proposals for establishment of governmental commissions on budget revenue and expenditure forecasting for 2011; submission to the Cabinet should be carried out within one-month period); Ministry of Economic Development (Socio-Economic Development Concept, Consolidated Financial Balance for 2011 and for 2012-14; to the Cabinet until 10 September); the State Statistics Committee (preliminary statistical data about socio-economic development of Azerbaijan in 2009; submission to the Ministries of Finance and Ministry of Economic Development until 5 February; all necessary statistical information that can be used when drafting State Budget and socio-economic development forecasts to the Finance Ministry, MED and Ministry of Taxes); Ministry of Taxes and State Customs Committee (guarantee letters indicating their forecasts on provision of State Budget profitable part for 2011 and for 2012-14; submission to the Ministry of Finance until 1 July; proposals for amendments to legislation for implementation of budget commitments; submission until 1 March); Ministry of Finance (preliminary  data abut volume of capital investments for 2011 and 2012-14 to the MED; submission until 10 April 2010; specified data on volume of state investments until 5 September); MED (preliminary version of Socio-Economic Development Concept for 2011 and for 2012-14 with submission until 1st March 2010 and their specified version until 1st August).

Preliminary version of budgets of the State Social Protection Fund (SSPF), State Oil Fund of Azerbaijan (SOFAZ), Automobile Goal-Oriented Budget Fund and State Guarantee Fund for 2011 should be submitted to the Finance Ministry and the MED until 15 March and specified version until 1 July.

In accordance with the decree the ministries and departments must submit until 1 May to the Finance Ministry and the MED the proposals for development of Draft State Investment Program 2011 and following three years.

Until 1 May, municipalities interested in subsidizing from State Budget in 2011 should submit the required documents to the Ministry of Finance.

State Budget revenues for 2010 are forecasted to be AZN 10.015 bna nd expenditures AZN 11.26 bn.
