Deinstitutionalization of children’s homes in Azerbaijan to demand complex measures

Baku, Fineko/abc.az. The Azerbaijani Committee for Family, Women & Children Affairs indicates the necessity to develop a complex of programs on deinstitutionalization of children’s homes and boarding schools.

Committee’s chairperson Hijran Huseynova says that a grave base should be created before to start transferring children to families.

“It means that the family should receive support from the government, in particular relevant finances. This is a whole series of programs. It is offered to change profile of children’s homes and boarding schools and they will turn out in rehabilitation centres. The family (if it has working parents) will be able to transfer children to this centre if the child is problematic and it is difficult for the family to tackle problems concerning this child. Then any centralized organization should be appointed in this case to work with such child. But it does not mean that parents should keep aloof from raising their child. That is why there must be taken a complex of measures and applied combination of family and governmental organization to co-operate and give certain result,” Huseynova said.
