Azerbaijan Central Bank has launched a new system of payment of fines for traffic violations
Baku, Fineko/abc.az. The Central Bank of Azerbaijan has put into operation a version of the centralized information system of mass payments (APUS) for payment of fines for traffic violations The ICT Centre reports that new version of APUS allows to accept payments online via bank cards at website www.apus.az, and by cash in all branches of postal operator Azerpoct and banks, including branches and sub-branches in regions of Azerbaijan, which are connected to information system. Technical introduction of the system is provided by Azerbaijan’s IT company Sinam. Use of APUS payment system for paying penalties for violation of traffic rules conforms to state policy on e-government. In the APUS system series and number of drivers license serves as the subscribers code and the number of the offense protocol drawn up by a traffic police officer as the number of invoice. Al the rules on amounts of fines are used for payment in the APUS system. The first invoice issued has a 10% discount. In case of its non-payment it is replaced within 3 days with the full invoice, and in case of failure of fine payment in due time is replaced by the invoice with increased penalty. The new payment model will greatly facilitate the life of the driver, as the necessity to of mandatory payment in one bank and provision of a receipt to the police will disappear. Thus, the payment information is added to database of the State Main Traffic Police Department of the Ministry of Internal Affairs within 30 seconds. Similar information is also obtained by all the organizations and service providers registered in the APUS. The APUS system was introduced by the Central Bank of Azerbaijan with SINAM technical support to ensure centralized payments. To date, the system has taken utilities for gas, water and electricity. Since 2008 37 banks have connected to the APUS system, and payments are accepted in 1 458 points. In 2010, 11 million money orders for nearly 184 million manat were implemented via the centralized information system on mass payments.
