Azerbaijan Traffic Police can evacuate a car only after its owner informed of that
Baku, Fineko/abc.az. By Order #Q2-001-12 from 19 January Azerbaijani Interior Minister Ramil Usubov approved the Road Patrol Instruction. Usubov ordered the Minister of Internal Affairs of the Nakhchivan Autonomous Republic, the chief of the Baku Police Department and the chiefs of district police departments, the command staff of the State Traffic Police (DYP) to bring the Instruction to notice of their employees. The DYP Main Department chief is prescribed to ensure making of journals and forms in accord with the Instruction and holding of methodic seminars on its application. The Instruction describes the responsibilities of officials of road patrol service (DPS), prescribing the performance of duty at their posts and patrol routes, introducing a clear definition of the stationary post of DPS - they must be equipped with special facilities and equipment. At that, tour of duty is limited to 8 hours, but may be renewed by 26% of this time during raids. The Instruction also allows use of helicopters to patrol and conduct covert surveillance. It prohibits violation of traffic rules when patrolling in cars. Distance of patrolling on foot is limited to 1,500 m, in car to 2-8 km in cities and 30-35 km in regions. The stationary point is required to run logs of operational-technical and special funds, statistics of internal indicators, wanted vehicles, stopped vehicles, road conditions, etc. They are kept for 2 years after completion. Surveillance from helicopters is supported by two or more patrol cars. The helicopter tour of duty includes 1 inspector. When using radars, traffic police officers may stop a vehicle that committed a speeding more than 10 km/h above the permitted speed on this stretch of road. If the driver violates the norm of parking, traffic police inspector must notify the vehicle owner of the violation using the radio. If the breach is not removed, the inspector calls a car evacuator but on the site of parking he puts a notification list on vehicle evacuation to inform its owner. A that, the car owner can pay the fine on spot – in this case the DPS inspector gives a receipt on his payment. The Instruction also describes how to use POS-terminals for payment of fines.
