Baku, Fineko/abc.az. From 1 January 2013 Azerbaijan is introducing numeration of addresses on entrance to buildings and facilities.

Just starting from this date amendments introduced yesterday by decree of President Ilham Aliyev of Azerbaijan will come into effect. The amendments were introduced in the Rules for Address Registry Maintenance and Provision of Addresses to real property facilities ( approved by decree №27 from 27 November 2008).

The amendments to the rules assume information checking and preparation for address provision and registration ; specify " transport infrastructure facilities " notions, referring  avenues, streets and others to them; introduce "codification number", " address number" notion. Under the amendments when changing name of territorial unit or transport infrastructure facility its "address number" changes as well and the amendments are introduced in denotation on address registry’s digital map.

The main change is introduction of address numeration practice on entrance to apartment buildings , individual houses, personal estates and their composition parts. Each entrance gets the number in the following way : the ones located on the right of transport infrastructure- even number and on the left- uneven number. Land plots get address under transport infrastructure to which they have exit or the nearest located facility. The buildings, residential buildings and personal estates located in dead ends, get address under transport infrastructure to which the  dead end has exit and the numeration is carried out from that exit.

Each apartment building and personal estate get their own integral address number. At that construction orderer or the owner provide reception of own address number by each apartment in apartment buildings.

Under the amendments provision of address number from 1 to 9999 is allowed in the country.  At that using letters is also allowed except Ə, Ö, Ü, I, İ, Ç, J, Ğ, O, Ş letters. At that letter and digit address symbols have equal status.

In connection with the amendments the Cabinet of Ministers has been empowered to provide integration of address registry with information systems of other state bodies within 3 months, as well as organize information exchange between them. In 2 months it is necessary to carry out coding of transport infrastructure facilities, define their starting and final points and central lines.
