Baku, Fineko/abc.az. The Parliament of Azerbaijan has adopted today in the II reading the Draft Constitutional Law on Maintenance of the Former President & His Family.

The Draft Law implies payment of lifetime pension to the former President of Azerbaijan in size of 50% of the current President’s salary. As a result, the ex-president will be able to get 7,500-8,000 manat per month, based on current realities.

Hospitality costs for the ex-president are fixed in the size of 20% of the incumbent’s salary. In the case of the death of the ex-president, his retirement benefit will be paid to his wife (husband), who was married to him at the time of death of the former head of state. In the event of death of the widow/widower of the ex-president, pension benefit will be given to children under the age of 18. Former presidents and their family members are exempt from paying taxes on retirement and provided with necessary medical care.

The draft constitutional law also says of provision of former presidents and their families with means of transportation, the driver, and at least three bodyguards. The former president and his (her) wife (husband) is also provided with diplomatic passport for life.

The Bill also contains provisions on the immunity of former presidents and their spouses. Thus, Paragraph 1 of Article 11 stipulates that the ex-president can not be criminally and administratively liable for the actions (or inactivity) prior to his election as president of Azerbaijan and in the duties of the head of state. Besides, the wife (husband) of the ex-president are also cannot be held criminally and administratively liable in the above-mentioned period. The former president and his (her) wife (husband) can be prosecuted only on the basis of a warrant issued by the Attorney General of the Republic, only in time of the offense. In all other cases, the former president and his (her) wife (husband) can not be prosecuted, detained, and be wanted.
