Baku, Fineko/abc.az. Education Ministry of Azerbaijan has finished working out of Higher Education Project earlier initiated by the World Bank.

Education Minister of Azerbaijan Misir Mardanov has reported that Higher Education Project has already been submitted for consideration to Azerbaijani government.

" After the government approves the project we will submit it to the World Bank ",- the Minister said. He did not call the project parameters.

Earlier the World Bank postponed the project till national education strategy was adopted.

" If the government needs our project we will come back to it later. No estimations were made yet but usually $30-40 million is raised for such projects ",- the bank rep in the country J. Owen said a year before.

The idea of the project arouse In the process of work over Education Sector Development Project II (ESDP II) endorsed for Azerbaijan on April 23. The Bank inspired by the idea of preparation separate project for higher school was planning to prepare and endorse Higher Education Project in 2009 fiscal year (from July 2008 to July 2009).

While overall budget of the project is $40 million it was expected to finance $20 million on it on IBRD standards.   The Project was to contain four components. First of them (budget: $3.5 million) included strengthening of potential of management and reforms in this education link that stipulates formation of higher education policy and use of the better practice. The second component (budget: $4 million) set a goal to improve quality of education in each educational institution.

The third component ($10.5 million) was aimed at creating and applying higher-quality sector financing system. In particular a scheme of innovative plans, strategic planning, partnership of private and state-run institutions, international co-operation will be made, it is planned to establish quality & conformity introduction fund (QRIF) on principles of the Agency Assessment/Certification. Budge of component of management, monitoring and assessment will total $2 million.
