Korea refused to finance development of city cadastre of Baku

Baku, Fineko/abc.az. State Land & Cartography Committee of Azerbaijan has not reached agreement with Korean Foreign Affairs and Trade Ministry on accomplishment of land cadastre system in Azerbaijan.

The source in State Committee has reported that joint work of the committee and Korean government on development of city cadastre of Zira settlement of Baku’s Khazar district finished last year and was not continued.

" After completion of this work, the Committee submitted proposals to Korean government on project continuation and development of city cadastre of entire Khazar district of Baku , but Korean government still has not answered the Committee’s inquiry. The Korean government does not possibly wish to finance the project continuation ",- the source said.

In his words, Land & Cartography Committee of Azerbaijan is not going to apply to other countries or financial institutions for city cadastre development.

Earlier Garib Mammadov, chairman of the State Land & Cartography Committee of Azerbaijan, claimed that the project of  urban cadastre development of Khazar district of Baku, covers the territory of 1,000 hectares.

"Khazar district was pilot, and we are planning to develop the urban cadastre of entire Khazar district, and in the future the urban cadastre of the whole city of Baku. To complete development of the urban cadastre of Khazar district we requested another $ 3 million from the Korean government, and $40 million for development of entire Baku cadastre. We have already received initial consent for new financing,” Mammadov said.

On 23 June 2009, the SLCCA signed a grant agreement with the Ministry of Foreign Affairs & Trade of Korea on improvement of the system of land cadastre in Azerbaijan. The Korean government allocated $ 1.5 million for development of urban cadastre of 1,000 hectares of Khazar district of Baku. Project period was 18 months.

Urban cadastre system, which implies registration of each, even being built, facility in the city, will enable creation of urban infrastructure regulatory system. Within a joint project it is expected to create an information cadastre, provision of the State Committee with appropriate technology, purchase of computers and special equipment to carry out external works, development of special software and a cadastral map with use of aerial photometry and GPS, as well as holding of training courses for specialists.
