Azerbaijan invited to CAREC conference for one-stop shop process in customs system

Baku, Fineko/abc.az. Asian Development Bank (ADB) will hold the conference for one-stop shop process in customs system within the Central Asia Regional Economic Cooperation (CAREC) Program.

Baku-based ADB representative office informed the conference will be held in Singapore, July 14-17. The Bank invites representatives of CAREC countries’ official bodies to the conference.

ADB mission for the same issue is visiting Baku till June 10. It is conducting consultations in the State Customs Committee and the Ministry of Transport of Azerbaijan on the subject of applying and further development of one-stop shop system in customs registration of cargo.

Earlier ADB specialist Andy Szi within the mission that had a goal to keep studying transit transportation capacities of Azerbaijan ended talks in Baku.

He conducted talks with the Azerbaijan International Association of Road Carriers (ABADA), Azerbaijan Export & Investment Promotion Foundation (Azpromo) and logistic companies for monitoring of situation and analysis of trade changes after commissioning one-stop shop principle in customs examination of imported goods.

One-stop shop principle has been applied since 1st January and is intended to reduce time of customs examination and registration to 20-30 minutes. Before the ADB mission visited Azerbaijan on 2-3 December to clarify the issue of preferences for companies during transit, assessment of spent time and money when transit cargo crosses through the country. The assessment is oriented to promote to assistance to domestic transport infrastructure.

The first similar ADB mission visited the country from 23 June to 11 July. It conducted consultations with involved organizations and departments and studied situation in regions of Azerbaijan.

Following these missions within implementation of the Central Asia Regional Economic Cooperation (CAREC) Program’s transport and trade development strategy, the Asian Development Bank (ADB) conducted the training needs assessment.  The training program for CAREC countries will be developed on the basis of the assessment.

The assessment covered in all the CAREC countries and finished in Azerbaijan last week. During the process ADB mission was consulting with the Azerbaijan International Road Carriers Association (ABADA), State Customs Committee, the Ministry of Transport and State Migration Service.

CAREC transport and trade development strategy includes projects amounting $20 bn in total.
