Azerbaijan introduces certification of medical and pharmaceutical personnel

Baku, Fineko/abc.az. Today, the Azerbaijani parliament adopted the bill by 96 votes on changes and supplements in legislative acts in the sphere of health protection of citizens.

Chairman of Parliamentary Committee on Social Policy Khadi Rajabli said presenting  the  document that amendments are injected in a number of bills, including the law on private medical services and Labor Code.

“Their basis is made up by introduction of practice of compulsory  certification of personnel (employees) of medical and pharmaceutical establishments. It should  be conducted not rarer than 1 time over 5 years,” K. Rajabli said.

A number of MPs expressed anxiety that additional certification will promote the degree of corruption in  medical sector and will be additional burden on patients’ purses.

MP Siyavush Novruzov, in his turn,  stated that having achieved break in the technological equipment of medical establishments, it is necessary to obtain increasing of personnel’s professionalism.

MP G. Bakhshaliyeva also spoke in support of the law, but offered to introduce normative standard on possibility to organize raising of qualification personnel which will not pass certification.

“It is not necessary that the law would  result in splash of unemployment and deficit of medical personnel,” G. Bakhshaliyeva said. The normative standard can be envisaged in subordinate legislation.

Certificated medical employees and pharmaceutists will be included in special state register.
