Electronic registry of Azerbaijani addresses based on EURADIN standards to start working in 2013
Baku, Fineko/abc.az. State Committee on Property Issue and Norwegian Cadastre and Cartography Organization continue work on introduction of Electronic Registry of Azerbaijani addresses. Today in Baku Diretor of Norwegian Cadastre and Cartography Organization Helge Onsrud has reported that a tender for creation of system of Electronic Registry of Azerbaijani addresses will be announced in the second half of 2011. "Its development will finish by mid-2012 and till the end of 2012 Azerbaijan can fully pass to maintenance of Address registry on European standards – on each entrance to the building addressing the main road adjacent to the exit. Full introduction of the system on all the territory of the country will take 3-4 years ",- H. Onsrud said. The organization itself is busy with preparation of technical specifications of the system to hold a tender for contactor selection. The registry will be kept by Real Property Cadastre and technical inventory center of State Committee on Property Issues. The State Committee states that it is necessary to introduce GIS (geographic information system) and coordination system of address specification, specify coordinates of all exits(entrances), streets and roads (transport infrastructure will also get its code not to be changed in renaming) for introduction of the address registry on EURADIN and INSPIRE standards. In October the State Committee plans to announce a tender for selection of provider on system creation and create it by mid-2012. The new address system will be commissioned by the end of 2012 but migration from old system to the new one will take time. Under the optimistic estimates single address registry will operate in 2013. State Committee has already held studying of model as an example of Nasimi, Sabail, Yasamal and Narimanov districts. The estimates on Nizami district are coming to an end. The system of address registry will be introduced in Icheri-Sheher as a pilot project. Norwegian government has allocated $550.000 on financing of work. At the first stage Azerbaijani governments investments are estimated at AZN 1 million.
