Results of monitoring of contests on sale of municipal land presented in Azerbaijan

Baku, Fineko/abc.az. Today, public union Assistance to  Economic Initiatives presented  results of monitoring of contests  and auctions, which were held and connected with  sale of municipal land.

Deputy Chairman of the union Rovshan Agayev said the monitoring was conducted in Barda and Salyan within the frames of project Strengthening Local Self-government in Azerbaijan on August 14, 2009.

“Presently,  foreign experience and local legislation as well as  results of monitoring are being studied. Next month,  experts of the organization will prepare and submit  to the government recommendations, connected with  improvement of mechanism of holding contests,” R.Agayev said.

An expert of the association Samir Aliev said the  monitoring showed that violations were found out  in  all stages of holding contests and auctions.

“Main problems emerge before direct conducting contests, where “gentleman’s agreements” take place.  Holding  of contest  is  formal. The  information about competitions is limited as well. One of main problems is the issue of land documentation and so on,” S.Aliyev said.
