We strive to improve tax discipline – Deputy Tax Minister

November 14, Fineko/abc.az. The presentation of the Technical Support Project of the Asian Development Bank has taken place.

ABC.AZ informs that in the next 2 years it is planned to implement a project covering various components aimed at improving the administrative capacity of tax authorities. Although the technical assistance tool mainly covers activities of tax authorities, the Ministry of Finance also acts as the beneficiary body on the relevant areas.

In accordance with the challenges of today, Bank’s fact-finding mission defined three important components in the areas that need to be improved in tax authorities. They cover such areas as human resources and performance management; taxpayer service and voluntary administration; and effective enforcement of non-compliance cases.

At the event, First Deputy Tax Minister Sahir Mammadkhanov noted that all-round policy to reduce the scale of the shadow economy, transparency of the labor market and increase employment, ensuring competitive environment in the market, protecting the legitimate interests of legal business, in turn, improving the efficiency of tax administration in this direction increased the requirements.

"It is no coincidence that the areas determined in the discussions with the ADB cover these questions. As part of the project, we aim to improve tax discipline by improving voluntary compliance rates. The focus will be on improving the availability of services and communications, the level of suitability, as well as improving the procedures for handling appeals and complaints. We’ll discuss issues related to strengthening the fight against the shadow economy, improving audit methods and procedures of desk audit, improving our databases, as well as indicators for obtaining debts, consider the best solutions that will satisfy entrepreneurs and tax authorities," Mammadkhanov promised.
