In some cases, a police officer who is on duty may not let a citizen pass, even if they have a permit. The Ministry of Internal Affairs has authorized police officers to make decisions on the spot. In addition, persons who want to leave the quarantine zone on alternative roads, dirt roads, will be identified using special equipment.
