Khankendi city not to receive subsidies from State Budget

In 2025, 62 cities and districts of Azerbaijan (including the city of Khankendi, Aghdere, Lachin and Zangilan districts) will cover their expenses from their own revenues without receiving financial assistance (subsidies) from the State Budget. Financial assistance (grants) in the amount of 5.3 million manats will be allocated to the 5 remaining districts to regulate local revenues and expenditures from State Budget centralized expenditures, which is 4.3 million manats or 44.8% less compared with the forecast of 2024 and 1.9 million manats or 26.4% less against the executive indicator of 2023.

ABC.AZ informs that this is stated in the Bill on State Budget 2025.

The local revenues, which are an integral part of State Budget revenues for 2025, are stipulated in the amount of 7.95 billion manats, which is 19.8 million manats or 2.6% more than the forecast for 2024.

In 2025, local expenditures of the State Budget are projected at 800.3 million manats, which is 15.5 million manats or 2% more than in 2024: 61.7 million manats or 8.4% more than in 2023.

274.8 million manats or 34.3% of local expenditures are for environmental protection expenses (payment for sanitation and landscaping services, etc.), 225 million manats or 28.1% of expenses for the maintenance of executive authorities, 210.3 million manats or 26.3% of housing and communal services, 53.7 million manats or 6.7% of expenses for transport and communications (expenses for major repairs of roads), 6.2 million manats or 0.8% of expenses for culture, art, information, physical education, youth policy and other activities of this kind, and 30.3 million manats or 3.8% will be allocated for other expenses.

According to the economic classification, in State BUdget local expenditures for 2025, labor costs will amount to 205.9 million manats from 25.7%, expenses for the purchase of works and services will amount to 414.0 million manats from 51.7%, expenses for the purchase of goods will amount to 5.0 million manats from 0.6%, expenses for non-financial assets will amount to 117.3 million manats from 14.7%, subsidies will amount to 55.7 million manats from 7%, and expenditures on social benefits will amount to 2.4 million manats from 0.3%.
