November 4, Fineko/abc.az. Over Jan-Aug 2025, more than 200 million manats for 55 infrastructure projects in Karabakh and Eastern Zangezur remained unspent.
ABC.AZ reports, referring to Accounts Chamber’s conclusion on the Draft State Budget 2026, that despite the high level of budget execution, 55 projects for totally 214.6 million manats (12 customers) were not financed in 8 months. The Accounts Chamber notes that the lack of financing in a number of directions, as in previous years, will lead to an increase in the number of transitional projects and the formation of fund balances at the end of the year, as well as extension of implementation of the First State Program of Great Return to the liberated territories.
The document specifies which departments and organizations have not received financing: the Azerbaijan Water Resources Agency - 13 projects for 82.08 million manats; the Shusha State Nature Reserve Department - 3 projects for 59.77 million manats; the Ministry of Culture - 8 projects for 27.41 million manats; the Restoration, Construction & Management Service in Jabrayil, Gubadli and Zangilan districts - 11 projects for 12.4 million manats; Tamiz Shahar - 1 project for 9 million manats; State Agency of Highways of Azerbaijan - 7 projects for 7.42 million manats; the Ministry of Science and Education - 2 projects for 6.98 million manats; the Ministry of Education & Science of Gazakh district - 1 project for 5 million manats; 1 unnamed organization - 3 projects for 3 million manats; the Ministry of Agriculture - 4 projects for 850,000 manats; the Service of Rehabilitation, Construction & Management in Aghdam, Fuzuli and Khojavend districts - 1 project for 457,900 manats; Azerenergy - 1 project for 218,600 manats.
