December 11, Fineko/abc.az. The Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury has issued a General License allowing it to negotiate and conclude preliminary agreements with Lukoil International GmbH.

ABC.AZ reports that these may be memoranda of understanding, tender offers, or other agreements that may be executed in the future with separate OFAC approval.

The license is valid until January 17, 2026, but it does not allow money transfers to Russia, work with blocked property, or transactions with prohibited persons.
