Preamble of NAR Constitution under change

12:47 - 2.02.2026

February 2, Fineko/abc.az. The preamble to the Constitution of the Nakhchivan Autonomous Republic is being changed - references to the Moscow and Kars Treaties are being excluded from the text of the Nakhchivan Constitution.

ABC.AZ informs that this is reflected in the Draft Constitutional Law on approval of the amendments to the Constitution of the Nakhchivan Autonomous Republic, which was put to a second vote at today's Milli Majlis session.

The proposed new version notes that the Nakhchivan Autonomous Republic is an integral part of the Republic of Azerbaijan.

The principles enshrined in the Declaration on the Restoration of the State Independence of the Republic of Azerbaijan (dated August 30, 1991) and in the Constitutional Act on the State Independence of the Republic of Azerbaijan (dated October 18, 1991), as well as the Constitution of the Republic of Azerbaijan, adopted at a national referendum on November 12, 1995, are recognized as the basis of the Constitution of the NAR.

After discussions, the draft law was adopted in the second vote.
