March 13, Fineko/abc.az. The restriction on the number of bank cards held by one person will take effect in two stages, ABC.AZ reports, quoting the head of the Central Bank of Russia, Elvira Nabiullina.

So, starting from September 2026, one Russian citizen will be able to have no more than 10 cards in one bank.

A year later, when the unified payment card accounting system starts working, this number will narrow down again: one person will be able to have a total of no more than 20 cards (in all banks). The reason for the innovation is the fight against scammers and droppers.

Among other innovations to combat criminals, Russia has also introduced a ban on online loan processing using only passport series data.
