Employment program needs to be improved – Vugar Bayramov

October 23, Fineko/abc.az. The Self-Employment Program needs improvement.

ABC.AZ reports that the relevant statement was made by Vugar Bayramov, the head of the Center for Economic & Social Development, when he presented a brief description of the mechanism developed by the organization in connection with reforms in the social sphere.

Bayramov noted that in former times, especially in connection with cheap acquisition and expensive registration of cattle, numerous facts were presented in the press.

"And this shows that there is a need to improve the employment program," Center’s head underlined.

He said that if the citizens participating in this program want to engage in agriculture, one should create conditions for them to receive the necessary funds: "If a person is engaged in the production of livestock or other agricultural products, he must negotiate directly with the seller, and the state should pay those funds to the seller. As a result, it will eliminate doubts about the revaluation of working capital and allow a person who wants to build a business to make a choice for himself. On the other hand, within the framework of the Self-Employment Program, it is necessary not only to purchase cattle, but also to allocate more funds to other areas and increase the limits associated with the payment of funds. However, currently funds are allocated from the agricultural sector to other areas. But this also needs to be systematized. In particular, additional costs are created for citizens who buy cattle in the autumn. The breed of cattle usually requires time. For several months, food costs are required that is an additional expense for citizens, especially for those receiving targeted social assistance and who do not have financial opportunities."
