Serious shortcomings revealed at Agroleasing - equipment was not used for its intended purpose

In accordance with the Action Plan of the State Financial Control Service of the Ministry of Finance for 2019, the Central Administration Office conducted an audit of spending finances allocated by the State Budget to 13 budget-financed organizations and a joint-stock company whose controlling stake belongs to the government.

During the audit it was checked the financial and economic activity of four budget-financed organizations and conducted regional financial inspection of  expenditures of budget-financed organizations operating in several cities and districts, whether they spend money for their intended purpose.

ABC.AZ reports with reference to the Finance Ministry that during the inspection the guilty persons ensured the recovery of AZN 14.96 million of excessive and unjustified payments out of AZN 26.29 million revealed by control measures.

Thus, the inspection of activity of Agroleasing (a leasing company of the Ministry of Agriculture) covering the period of January 2017 - September 2019 revealed serious violations in the company. In 2006-2019 there were formed overdue debts of the company for leasing agricultural machinery, technological equipment and breeding animals. The cost of technological equipment purchased on the basis of orders from agricultural producers was not paid by customers, is stored in warehouses and is used for other purposes.
