Following the relevant inspection the State Security Service confirmed serious suspicions that Rafiq Bayramov, through the heads of regional departments of the Ministry of Culture, registered training hours in the names of teachers of music schools operating in the districts, as well as in the monthly collection and withdrawal from wages, as well as other funds obtained by various illegal means.

ABC.AZ reports this is stated in the Security Service’s statement.

"We’ve received information that part of state funds allocated for the construction, maintenance and overhaul of music schools, houses of culture, libraries, art schools, galleries, clubs, museums and other cultural institutions in the country were systematically cashed and illegally appropriated by Rafiq Bayramov personally and through the heads of regional departments of the Ministry of Culture," the report says.
