"In accordance with Azerbaijan's economic development strategy, the creation of artificial land plots in the Caspian Sea in order to generate new and sustainable sources of income, promote tourism, improve the international investment climate, and organize licensed casino games in these territories is an important requirement of the day."

ABC.AZ report, quoting MP Vasif Gafarov, that organization of licensed casino games on artificial land is of great importance in terms of economic potential and contribution to the budget:

"The activities of the casino sector under state control can bring annual tax and license payments of 100 million manats to the State Budget. Also, having serious multiplier effect on development of local entrepreneurship and tourism infrastructure, it will stimulate creation of thousands of jobs in such areas as the hotel business, catering, entertainment, transport, and construction around complexes to be built on artificial lands."
