Accounts Chamber: State Budget deficit of 2.6 bn manats to be financed from borrowed funds

November 7, Fineko/abc.az. The Accounts Chamber does not see any serious risks in meeting the revenue forecast for some sources from the State Tax Service in 2026.

ABC.AZ informs that Accounts Chamber’s deputy chairman Nasir Sadigov at a joint meeting of four parliamentary committees when discussing the Draft State Budget for next year.

He added that according to some sources, tax elasticity will expand, that is, economic growth will lead to an increase in tax revenues.

In addition, according to Sadigov, taking into account the fact that this year the trend of exceeding revenues from the State Customs Committee in 2024 has continued, it was concluded that the established forecasts will be fulfilled provided there are no significant changes in the main economic indicators used in revenue forecasting.

"The budget expenditures of 2026 cover strategic programs such as the Socio-Economic Development Strategy for 2022-2026, including the First State Program on the Great Return to the Territories Liberated from Occupation," he added.

Sadigov pointed out that it is also planned to finance State Budget deficit of 2.6 bn manats at the expense of raised funds:

"The rise of borrowing to the fore as the main source of financing the deficit can be considered as a risk factor leading to an increase in the debt burden in the medium and long term. One of the notable points is the sharp approach of borrowing as a source of financing the deficit in 2025-2026 compared to the projected figures of previous years."
