EDB: Azerbaijan is one of 3 largest investors in Eurasian region

December 11, Fineko/abc.az. Azerbaijan ranks 3rd among the largest investors in the Eurasian region and is behind Kazakhstan in terms of investment volume by a small margin, ABC.AZ informs, referring to the report of the Eurasian Development Bank (EDB).

"As of July 2025, accumulated foreign direct investments (FDIs) attracted by Azerbaijan amounted to $3.2 billion for 41 investment projects. Since 2016, investments have increased by $1.5 billion (+90%), which has allowed the country to rise from 4th to 3rd place in the investor rating, ahead of Belarus. The main investment sectors were telecommunications (25%), transport & logistics (22%) and trade (16%).

The main investments of the Azerbaijani business are concentrated in Ukraine ($1.3 billion) and Georgia ($1.2 billion). Russia has become the leader in the number of projects, where 13 initiatives worth around $424 million are underway. The presence of Azerbaijani capital in other regional economies was also recorded: Belarus - 5 projects ($197 million), Kazakhstan - 3 projects ($43 million), Kyrgyzstan - 1 project ($53 million), Uzbekistan - 2 projects ($43 million). According to the Bank, Azerbaijan is one of the three countries in the Eurasian region that receive the largest amount of FDIs.

"The volume of FDIs received at the end of the 1st half of 2025 totaled $5.4 billion and has increased 2.4-fold since 2016. The capital intensity of projects across the country is high, with an average of $302 million per project, which is the highest among the countries in the region. A total of 18 projects are being implemented in the country. Close to 90% of the investments ($4.8 billion) relate to the project of Shah Deniz gas condensate field with participation of Russian capital. And in the structure of capital sources, almost the entire volume of investments received (99%) comes from Russia.

Compared to 2023, a decrease of 6.8% was recorded, due to the withdrawal of Russian companies from three projects in Azerbaijan in the period from 2024 to the 1st half of 2025; in particular, in June 2024, RussNeft sold all its oil production assets worth approx. $300 million," the report says..
