Tax revenues in Azerbaijan exceed 15 bn manats in 11 months

December 4, Fineko/abc.az. Over Jan-Nov 2025, the State Budget was transferred 15.3 bn manats of taxes from the State Tax Service (under the Ministry of Economy), and the forecast was fulfilled by 105.1%.

ABC.AZ reports, referring to the STS, that compared with the 2024 same term, State Budget tax revenues increased by 315.1 million manats, or 2.1%.

Revenues from the non-oil/gas sector amounted to 11.187 billion manats, and the forecast was met by 102.7%. Compared with Jan-Nov 2024, tax revenues from this sector increased by 8.7%.

73.1% of the taxes paid accounted for the non-oil/gas sector and 26.9% for the oil & gas sector. For Jan-Nov 2025, in the context of “whitewashing” of the number of employees and the salary fund, contributions to compulsory state social insurance amounted to 5.733 billion manats. Revenues from this source grew by 11.7% or 601.3 million manats versus the 2024 same term. Revenues from extra-budgetary organizations increased by 12.3% against Jan-Nov 2024 up to 3.832 billion manats.

Income from unemployment insurance premiums grew by 10.4% up to 203.0 million manats. Revenues from extra-budgetary organizations increased by 11.4% up to 155 million manats.

Income on contributions to compulsory medical insurance rose by 10.1% compared with Jan-Nov 2024 up to 1.6 billion manats. Revenues from extra-budgetary organizations grew by 9.6% up to 713.7 million manats.
