Why will CHI be applied in stages? - Not enough doctors

November 25, Fineko/abc.az. Schedule and some insurance rules have changed due to the introduction of compulsory health insurance in Azerbaijan from 1 January 2020, says CHI Agency chairman of board Zaur Aliyev.

ABC.AZ informs that Agency’s chairman also noted that a co-financing mechanism will be applied to regulate the flow of citizens and prevent abuses.

According to Aliyev, the districts throughout the country will be grouped into separate medical territorial subdivisions. Each group will include about six districts, and citizens will have the right to choose a doctor in any district in which they are registered.

So far, according to the discussed version, citizens will have the right to choose a hospital and a doctor throughout the country.

The matters of the CHI application and in general, additions and amendments to the Law on Health Insurance were discussed on Saturday, 23 November, at a joint meeting of the Parliamentary Committees on Healthcare & Economic Policy, Industry & Entrepreneurship. At the meeting it was noted that 126 additions and changes will be made to the law, and these innovations are so important that the law adopted in 1999 will be completely changed.

As it was announced earlier, from 1 January the reason for the introduction of CHI not across the country, but in stages in some districts has not yet been disclosed, but from the speech of some MPs it becomes known that one of the main issues is the involvement of medical personnel.

In addition, Azerbaijan is negotiating with the World Bank about the construction of new medical institutions. The bill to amend the Law on Health Insurance is recommended for the plenary session.
