Audit report on Health Ministry sent to Prosecutor General's Office

November 14, Fineko/abc.az. The Accounts Chamber conducted an audit of the financial and economic activity of the Health Ministry’s Innovation & Supply Center in 2020-2021.

ABC.AZ reports with reference to the Chamber that as a result of the audit, a range of shortcomings were revealed at the Ministry.

Thus, functional activities were not organized within the demand and funds allocated from the State Budget. AZN 847,900 were attributed to the cash execution of budget funds, while state funds were not actually used with their transfer to letter of credit accounts, which led to distortions in the reports.

Besides, a comparison of wholesale drug prices and tariffs showed that the approach used by the Tariff Council to determine tariffs is not updated flexibly, taking into account prices and trends existing in the market.

Thus, prices for 81 out of 144 purchased drugs were reduced, but amid this reduction, tariffs for 4 of them were increased, and against the background of stable tariffs for 67 drugs, prices were reduced, in general, tariffs for 75 names of medicines were increased by 18.5%- 57.1%.

The shelf life in the contracts is defined at the level of at least 60.0% of the date of manufacture, but the shelf life of 6 names of medicines was below 30%, the shelf life of 10 names of medicines was 30-40%, the shelf life of 36 names of medicines was 40%-50% and the shelf life of 129 medicines was within 50%-60%.

The relevant materials on the results of the audit were sent to the Prosecutor General's Office, including taking into account cases of establishing a high probable price for the purchase of medical equipment, as well as restrictions arising from the collection of audit evidence and the possibility of signs of a crime.
